Introduction
Whether a country should run a current account deficit depends on the extent of its external debt and on whether the borrowing will be financing investment that has a higher marginal product than the interest rate the country has to pay on its foreign debt.
If external debt is relatively high, or marginal product of capital is less than the foreign interest rate, the country should not run current account deficits in the first place even for financing investment expenditures.
